Call to order 

Agenda Item 1

Approve minutes from the August 16, 2018, meeting. 

Agenda Item 2

Certification of the Police Officer Eligibility Register.  The candidate names will remain on the list for not more than 1 year.

Agenda Item 3

Approve the request from Chief Franklin, dated December 13, 2018, for the Mayor to select and conditionally appoint 4 entry-level Police Officers, utilizing the “Rule of Three”.  

This request is due to various staff retirements and separations as well as an additional FTE approved in the 2019 budget.  

The conditional appointments will be contingent upon approval of their background investigation as well as passing the medical and psychological evaluations.  The tentative starting date for the Officers is April 11, 2019.

This request will expedite our hiring process and ensure that candidates will not be lost to other agencies competing for these officer candidates.
