DESCRIPTION:<p align="center"><b><u>MEETING NOTICE</u></b></p><p align="center">POLICE CIVIL SERVICE COMMISSION<br>DATE: <b>Thursday,&nbsp; February28, 2019<br></b>TIME: 3:00 PM<br>LOCATION: City Hall Conference Room 320 </p><p align="center">&nbsp;</p><p align="center"><b>A G E N D A</b></p><p><b><u>&nbsp;</u></b></p><p><b><u>Call to order&nbsp;</u></b></p><p><i>Annual Meeting:</i> Rule 2 of the Police Civil Service Commission Rules and Regulations provide that the Commission shall hold a regular meeting on the first Monday of February each year.&nbsp; For lack of a quorum, the meeting was rescheduled to February, 28, 2019.&nbsp; </p><p><b><u>Agenda Item 1</u></b></p><p>Approve minutes from the December 20, 2018, meeting.&nbsp;</p><p><b><u>Agenda Item 2</u></b></p><p><i>Election of Secretary:</i> Rule 1 of the Police Civil Service Commission Rules and Regulations provide for the elective officers of President and a Secretary and that the election of each officer shall take place annually at the time and place of the regular February meeting of the Commission; and Minnesota Statutes Section 419.02, Subdivision 1, provides that each Commission member shall be President in their third year.&nbsp; Based on appointment dates, Commissioner Sires will become President at the expiration of President Grimm’s term which expires on 3/31/2019.&nbsp; </p><p><b><u>Agenda Item 3</u></b></p><p>Review and approve background investigations for 3 Police Officer candidates&nbsp;</p><p><b><u>Agenda Item 4</u></b></p><p>Certification of the Police Officer Eligibility Register.&nbsp; The candidate names will remain on the list for not more than 1 year.&nbsp;</p><p><b><u>Agenda Item 5</u></b></p><p>Approve the request from Chief Franklin, dated February 21, 2019, for the Mayor to select and conditionally appoint 3 entry-level Police Officers, utilizing the “Rule of Three”.&nbsp;&nbsp;&nbsp;</p><p>This request is due to advanced notice of staff retirements.&nbsp;&nbsp; </p><p>The conditional appointments will be contingent upon approval of their background investigation as well as passing the medical and psychological evaluations.&nbsp; The tentative starting date for the Officers is April 11, 2019.</p><p>This request will expedite our hiring process and ensure that candidates will not be lost to other agencies competing for these officer candidates.</p><p><b><u>Other Business</u></b></p><p><b><u>Next Meeting:</u></b></p><p>Tuesday, March 26, 2019, at 3:00 PM.&nbsp;&nbsp;&nbsp;</p><p><b><u>Adjournment</u></b></p>
