Community Encouraged to Follow Seasonal Parking Requirements Ahead of Snowfall

With Southeastern Minnesota in a Winter Storm Watch, the City of Rochester is asking those who park on the street to follow the Seasonal Parking Requirements starting Tuesday, March 18, 2025. This will allow plows to clear snow from the roadway in the days following the weather event.  

"Our priority is ensuring safe and accessible roadways, especially during winter weather," says Tyler Niemeyer, Public Works Director for the City of Rochester. "Clear streets allow emergency responders and garbage services to reach those in need without delay. While we won’t be actively enforcing Seasonal Parking Requirements, we’re counting on the cooperation of residents and visitors to help keep our streets clear of snow accumulation." 

According to the National Weather Service, a winter storm watch remains in effect from late Tuesday night, March 18, until late Wednesday evening, March 19. The watch notes that blizzard conditions are possible, with total snow accumulations between four and nine inches.  

Due to low snow accumulation and unseasonably warm weather, the City of Rochester suspended the enforcement of Seasonal Parking Requirements on March 11. However, with this storm approaching, residents should follow the guidelines to help with snow removal. 

 

Seasonal Parking Requirements: 

 

  • Alternate side parking requirements are in place city-wide from November 1 to April 1 from 2 a.m. to 3 p.m.

  • Park vehicles on the side of the street with EVEN house numbers when the calendar date is EVEN. 

  • Park vehicles on the side of the street with ODD house numbers when the calendar date is ODD. 

  • While cars can be parked on both sides of the street in the evening hours, drivers should park their vehicles overnight for the requirements that are in place the following day from 2 a.m. to 3 p.m. 

  • Posted parking signs must be followed regardless of the calendar date. 

  • This does not apply to metered spaces; however, parked vehicles must still comply with posted signs. 

  • Alternate side parking is not applicable on streets where parking is only allowed on one side. 

  • Seasonal parking requirements apply regardless of weather or street conditions.
