POLICE CIVIL SERVICE COMMISSION

Call to order 

Annual Meeting: Rule 2 of the Police Civil Service Commission Rules and Regulations provide that the Commission shall hold a regular meeting on the first Monday of February each year.  For lack of a quorum, the meeting was rescheduled to February, 28, 2019. 

Agenda Item 1

Approve minutes from the December 20, 2018, meeting. 

Agenda Item 2

Election of Secretary: Rule 1 of the Police Civil Service Commission Rules and Regulations provide for the elective officers of President and a Secretary and that the election of each officer shall take place annually at the time and place of the regular February meeting of the Commission; and Minnesota Statutes Section 419.02, Subdivision 1, provides that each Commission member shall be President in their third year.  Based on appointment dates, Commissioner Sires will become President at the expiration of President Grimm’s term which expires on 3/31/2019.

Review and approve background investigations for 3 Police Officer candidates 

Agenda Item 4

Certification of the Police Officer Eligibility Register.  The candidate names will remain on the list for not more than 1 year. 

Agenda Item 5

Approve the request from Chief Franklin, dated February 21, 2019, for the Mayor to select and conditionally appoint 3 entry-level Police Officers, utilizing the “Rule of Three”.   

This request is due to advanced notice of staff retirements.  

The conditional appointments will be contingent upon approval of their background investigation as well as passing the medical and psychological evaluations.  The tentative starting date for the Officers is April 11, 2019.

This request will expedite our hiring process and ensure that candidates will not be lost to other agencies competing for these officer candidates.
